If you want to recreate such a local copy, you have the Package Explorer, right click on the file and then in the menu Restore from Local History ... (see picture).

As a rule, for each bug fixing, for each feature or refactoring after each SVN repository should be updated. By the way, you can also easily put a local SVN ( Setup a Subversion Server in 4 Minutes ). If this can be difficult to implement in their own development process, then you should take a look at Git .
